  •         Develop an organisation where structures and management systems are sensitive to the changing needs of society with the focus on the needs of the Youth Member.
  •       Encourage Local Groups to take ownership of the organisation ensuring all members, at all levels, contributing to delivering quality scouting across the country.
  •        Ensure the volunteer lead, professionally supported Organisation/structure has all the resources and management controls necessary to deliver and support scouting nationwide.
  •        Proactively encourage and support the youth members to become actively involved in managing the organisation at all levels
